COLLABORATIVE GOVERNANCE DALAM PENANGGULANGAN HIV/AIDS DI KABUPATEN BANDUNG BARAT
Abstract
This study aims to analyze the implementation of collaborative governance in HIV/AIDS prevention and control in West Bandung Regency. The research employs a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation involving multiple stakeholders, including the Health Office, AIDS Commission (KPA), non-governmental organizations, health service facilities, key populations, and people living with HIV (PLHIV). The analysis is based on Ansell and Gash’s collaborative governance framework, which includes starting conditions, institutional design, facilitative leadership, collaborative process, and intermediate outcomes. The findings indicate that collaborative governance has been implemented fairly well, reflected in regular face-to-face dialogue, shared commitment, mutual trust, shared understanding, and tangible intermediate outcomes felt by both stakeholders and beneficiaries. Nevertheless, further strengthening of coordination and sustainability is needed to enhance the effectiveness of HIV/AIDS prevention efforts.
