STREATEGI PEMERINTAH KOTA DALAM MENGATASI KETERBATASAN RUANG TERBUKA HIJAU DI KOTA BANDUNG

Abstract

This study aims to analyze the strategy of the Bandung City Government in addressing the limitations of Green Open Space amid rapid urban development. The availability of green open space remains a critical issue, as Bandung City has not yet fulfilled the requirement to allocate 30 percent of its total urban area to green open space, consisting of 20 percent public green open space and 10 percent private green open space. This research employs a qualitative method with a case study approach. Data were collected through interviews, observations, and literature reviews involving relevant local government agencies. The analysis is based on Jack Koteen’sstrategic framework, which includes organizational strategy, program strategy, resource support strategy, and institutional strategy. The findings indicate that, in terms of organizational strategy, policy directions and regulatory frameworks related to green open space have been established but have not become a top development priority. In the program strategy dimension, the implementation of green open space management has not been effective in controlling land-use conversion. The resource strategy reveals limitations in budget allocation, human resources, and technical support. Meanwhile, the institutional strategy shows that inter-agency coordination has not yet been optimal. Overall, the green open space management strategy in Bandung City requires strengthening to ensure a more integrated and sustainable implementation.
