Implementasi Program Pelatihan Keterampilan Dinas Tenaga Kerja Dalam Penanggulangan Pengangguran Di Kota Cimahi
Abstract
This study analyzes the implementation of the Skills Training Program by the Cimahi City Manpower Office in combating unemployment using George C. Edwards III's policy implementation theory. Cimahi City's Open Unemployment Rate (OUR) reached 10.52% in 2023, the highest in West Java, but successfully decreased to 8.97% in 2024 after program implementation. This descriptive qualitative research uses in-depth interviews, participatory observation, and literature review with Miles and Huberman data analysis model. Results indicate effective program implementation through four dimensions: clear and consistent communication, adequate resources through partnerships with Job Training Institutions (LPK), highly positive implementer disposition, and conducive bureaucratic structure. Success was achieved through link and match approach with industry, competency certification, and continuous graduate monitoring with minimum 60% placement requirement. This research contributes to understanding key success factors of skills training programs as reference for other regions.
