IMPLEMENTASI KEBIJAKAN PEMERINTAH DAERAH OLEH DINAS CIPTA KARYA BINA KONSTRUKSI DAN TATA RUANG TENTANG PELAYANAN PEMAKAMAN UMUM (STUDI KASUS PEMAKAMAN WILAYAH II DI KOTA BANDUNG)
Abstract
This study aims to analyze the implementation of local government policies related to public cemetery services in Bandung City, particularly at the Regional Technical Implementation Unit (UPTD) of Cemetery Management Area II. The research was motivated by the suboptimal implementation of Bandung City Regional Regulation Number 5 of 2023 concerning Public Cemetery Services. This study employs a qualitative method with a descriptive approach, using data collection techniques such as field observation, in-depth interviews, and document analysis. The analysis applies George C. Edwards III’s policy implementation model, which includes four dimensions: communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of the policy has not been fully effective due to weak policy communication, limited human resources and facilities, and insufficient bureaucratic coordination. Supporting factors include clear regulations, the commitment of government officials, and community support. The study concludes that improving communication quality, strengthening resource capacity, and simplifying bureaucratic structures are necessary to ensure that public cemetery services become more effective, transparent, and accountable.
