The research is motivated by KPU data indicating a tendency of declining voter participation in several areas, including Ambon City, for instance in the 2024 presidential election where turnout decreased by approximately 0.43 percent compared to 2019. This situation requires KPU to design political communication strategies that are more creative, inclusive, and adaptive to the development of information technology and the characteristics of voters, particularly young voters. The study employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews with commissioners and KPU staff, community leaders, and voters, as well as documentation of voter participation statistics and official documents of Ambon City KPU. The findings show that KPU Ambon applies a combination of face-to-face communication strategies, the use of mass media and social media, segment-based voter education (for first-time voters, women, and persons with disabilities), and collaboration with the local government and universities. These strategies help maintain voter turnout at a relatively high level, but have not fully addressed disparities in participation between districts. Key supporting factors include data availability, partnership networks, and the creativity of election managers, while inhibiting factors consist of limited budgets, the difficulty of outreach to peripheral areas, and low political literacy among parts of the electorate.
Roynaldo Samuel Noya, Ani Martini ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5556 Thu, 25 Jun 2026 00:00:00 +0700 IMPLEMENTASI ISI KEBIJAKAN PERLINDUNGAN DAN PENGELOLAAN LINGKUNGAN HIDUP DI KABUPATEN KARAWANG https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5669
Karawang Regency, as Indonesia’s largest industrial area, faces complex air quality issues. Air quality in Karawang has reached a level of 178, which falls into the “very unhealthy” category according to IQAir data. This is a result of significant changes in spatial planning and population mobility patterns. The primary contributors to air pollution stem from a combination of industrial activities and motor vehicle emissions. This study aims to analyze the implementation of local environmental regulations in Karawang regarding air pollution control. It employs Marilee S. Grindle’s policy implementation model framework across six policy content indicators. The study uses a qualitative research method with a case study approach. Data were collected through in-depth interviews, observations, and document analysis. The results indicate that public participation in periodic emission testing in Karawang has not been optimal, due to low public awareness and uneven dissemination of the program. Strengthening public participation requires a comprehensive approach, encompassing incentives, education, ease of access, and synergy among stakeholders.
Debi Tara Pragasti, Rachmat Ramdani ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5669 Fri, 26 Jun 2026 00:00:00 +0700 PEMBERDAYAAN MASYARAKAT DALAM PENGEMBANGAN PARIWISATA BERBASIS EKONOMI KREATIF DI KAMPUNG WISATA PURBAYAN, KOTAGEDE, YOGYAKARTA https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5571
This study examines community empowerment in developing creative economy-based tourism in Purbayan Tourism Village, Kotagede, Yogyakarta. The purpose of this study was to understand the process of community empowerment in developing creative economy-based tourism and the supporting and inhibiting factors encountered. This study used a descriptive qualitative method, collecting data through interviews, observation, and documentation. The applied theory is Jim Ife's (1995) community empowerment theory, which encompasses increasing community capacity, community participation, access to resources, and economic independence. The results indicate that community empowerment is implemented through training and mentoring in several areas: tourism awareness, tourism services, digital marketing, MSME development, silver crafts, batik, and culinary arts. These efforts encourage the growth of creative economy-based tourism through the management of cultural tourism packages, educational tours, silver crafts, traditional culinary arts, and arts and cultural activities that actively involve the community. Supporting factors include cultural and historical potential, community involvement, government support, and promotion through digital media. Meanwhile, inhibiting factors include limited human resources, business capital, low interest from the younger generation, competition from external tourism sectors, and limited tourism facilities.
Muhammad Lukmanul Hakim, Ardiyati Ardiyati ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5571 Fri, 26 Jun 2026 00:00:00 +0700 OPTIMALISASI KEWENANGAN MEDIASI CAMAT DALAM MITIGASI SENGKETA TANAH DI KECAMATAN WATANG PULU KABUPATEN SIDENRENG RAPPANG https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5650
The Sub-district Head (Camat), through their delegated authority, plays a role in handling land conflicts at the sub-district level; however, land disputes in Watang Pulu Sub-district continue to show an increasing trend. This study aims to examine mediation practices using Christopher W. Moore's framework, identify inhibiting factors, and formulate strategic steps to produce legally binding agreements. This research employs a qualitative case study method with data collected through in-depth interviews, focus group discussions, and official document review. Data analysis was conducted interactively through stages of data condensation, data display, and conclusion drawing, strengthened by source and technique triangulation, member checking, and peer debriefing. The findings reveal that the Camat of Watang Pulu has adaptively implemented Moore's twelve mediation stages across diagnostic, intervention, and formalization phases. Nevertheless, negotiation success is frequently hindered by value clashes between economic interests and family honor (sirik), third-party interventions, and weak village administrative data reliability. To optimize the mitigation function, this study proposes strategies including registering mediation agreements as Akte van Dading (Peace Deeds) in the District Court to ensure executorial power, GPS technology for land boundary accuracy, and involving senior community figures as custodians of land historical memory.
Rahmini Rahmini, Muhammad Nur, Andi Nilwana ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5650 Fri, 26 Jun 2026 00:00:00 +0700 IMPLEMENTASI PROGRAM BANTUAN LANGSUNG TUNAI DI DESA AGUNG MULYA KECAMATAN TELAGA ANTANG KABUPATEN KOTAWARINGIN TIMUR https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/4787
Implementation of the Direct Cash Assistance Program in Agung Mulya Village, Telaga Antang District. This research was conducted with the aim of determining how the direct cash assistance program is implemented in Agung Mulya village. The research method used is a qualitative research approach with a descriptive research type, utilizing Policy Implementation Theory. The results of this study indicate that the implementation of the direct cash assistance program in Agung Mulya village, Telaga Antang sub-district, East Kotawaringin district, is not yet optimal. This can be seen from the less-than-optimal distribution and evaluation processes, where there are still delays in the fund distribution process, and the evaluation process is only carried out once a year, so problems that arise with each fund distribution are not immediately addressed. Meanwhile, the data collection and monitoring processes are already optimal because the data collection is carried out from the bottom up and decisions are made based on the results of discussions. For monitoring, representatives from the village's BPD (Village Consultative Body) are always involved in every activity of the program. Advice to the village government: It is necessary to conduct regular evaluations after the fund distribution process to identify obstacles and find solutions. To the recipients of the aid, it is best to use the aid funds as business capital, for example, for a chip business.
Saifudin Saifudin, Farid Nofiard, Amanda Clara Aprilia ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/4787 Fri, 26 Jun 2026 09:37:04 +0700 KERANGKA PENGAWASAN PADA PROYEK PINJAMAN LUAR NEGERI: ANALISIS IMPLEMENTASI NATIONAL URBAN DEVELOPMENT PROJECT (NUDP) DI INDONESIA https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5576
Oversight of foreign loan-funded projects is a vital instrument for ensuring state financial accountability and achieving measurable development objectives. The National Urban Development Project (NUDP) is an IBRD loan of USD 49.6 million (Loan No. 8976-ID; Project ID P163896), approved by the World Bank on June 11, 2019, to strengthen integrated urban planning capacity across 13 priority cities in Indonesia, implemented jointly by the Ministry of PUPR, the Ministry of National Development Planning (Bappenas), and the Ministry of Home Affairs (Kemendagri). The project was extended to December 31, 2025 through a 2024 restructuring. Unlike previous studies that examine PLN oversight in general terms, this study is the first systematic effort to map NUDP's oversight architecture through a three-pillar framework and formulate an Integrative Oversight Framework Model (MKPI) as a conceptual solution to identified coordination gaps. Using a descriptive qualitative method with Framework Analysis (Gale et al., 2013) applied to World Bank primary documents and national regulations from 2019 to 2025, the study reveals that NUDP oversight operates through three pillars: internal ministerial oversight by the Inspectorate General; external state oversight by BPKP and BPK; and World Bank fiduciary oversight through IFR and Implementation Support Missions. Three structural coordination gaps are identified: the absence of an inter-agency coordination forum, inconsistency between national and international reporting standards, and limited regional APIP capacity. The proposed MKPI offers a systemic solution through FKPPL, integrated SIMP, and a joint APIP capacity building programme that can serve as a model for other multilateral foreign loan projects in Indonesia.
Widuri Parinduri, Agung Firman Sampurna ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5576 Fri, 26 Jun 2026 09:46:06 +0700 IMPLEMENTASI PROGRAM LAYANAN TERAPUNG KEAGAMAAN (LANTERA) PADA KANTOR KEMENTERIAN AGAMA KABUPATEN LINGGA KEPULAUAN RIAU https://ejournal.fisip.unjani.ac.id/index.php/jurnal-caraka-prabu/article/view/5508
This paper discusses the Implementation of the LANTERA Program in Improving Public Services at the Ministry of Religious Affairs Office in Lingga Regency.
