POLITIK PENATAAN RUANG KOTA KUPANG BERBASIS IDENTITAS FISIK DAN SOSIAL-BUDAYA

Abstract

Decentralization-politics and regional autonomy in Indonesia provide opportunities for local governments to develop their assets and potentials. As autonomous region, Kupang City has assets and potentials to be developed as a symbol of its identity for historical tourism purposes. Its needs a space revitalization for managing assets of Heritage City and Karang City, where Sepe trees grow is sustainable. This article aims to analyze the spatial layout of this City based on physical and socio-cultural identity, as well as provide recommendations for spatial revitalization to create a symbol of identity as one of the Heritage Cities and the City of Karang Sepe in Indonesia. Through literature study, this paper argues that, First, there are many historical buildings from the Dutch, Japanese and Portuguese heritage that are not maintained, not functioning and not recorded as Cultural Heritage Buildings. Second, the ownership status of historical buildings is still a problem that policy makers (NTT Provincial, Kupang City and Kupang Regency Government) have not found a solution, so that the Old City Area remains sustainable. Third, there has no effort to plant species such as the Sepe tree in public areas. Fourth, there has no political commitment from the Kupang City Government to revitalize public space based on physical and socio-cultural identity.
