Differences in views between groups always arise when facing political events at both the national and local levels. Ciamis Regency, located east of West Java, directly borders Central Java Province. Its strategic geographic location and relatively high population growth make the existence of Islamic boarding schools (pesantren) an alternative for the community to meet their educational needs. The method and approach used were descriptive qualitative, with informants consisting of several students from Islamic boarding schools in Ciamis Regency and several alumni figures encountered incidentally. The results of this study indicate that the political attitudes of Islamic boarding school students, particularly those at Islamic boarding schools in Ciamis Regency, toward polarization, particularly in national and local political developments such as the presidential and regional elections, tend to be flat, meaning they follow developments, even if affiliation with a group is relatively homogeneous. The extent to which this program has successfully helped the mental recovery of disaster-affected communities is the issue under study. The purpose of this study was to identify the methods for implementing the program, the obstacles encountered, and the program's impact on the beneficiary community. A qualitative descriptive approach was used in this study, with data collected through documentation, direct observation, and in-depth interviews. This study aims to analyze in depth the implementation of good governance principles in public services at the Surabaya City Department of Natural Resources and Highways (DSDABM). The principles studied include transparency, accountability, responsiveness, participation, effectiveness, and efficiency. This study uses a qualitative approach with descriptive analytical methods. Data were obtained through interviews, observations, and documentation studies. The results show that the Surabaya City Department of Natural Resources and Highways (DSDABM) has implemented good governance principles through various public service innovations, the use of digital technology, and the strengthening of the public complaint system. However, obstacles still exist in the form of limited human resources, suboptimal public participation, and challenges in cross-sector coordination. Di tengah percepatan digitalisasi melalui Sistem Pemerintahan Berbasis Elektronik (SPBE), berbagai hambatan struktural dan kultural masih belum terselesaikan. Penelitian menggunakan pendekatan kualitatif dengan studi literatur dan analisis kebijakan. Kerangka teori meliputi reformasi birokrasi, sistem terbuka,&nbsp;<em>e-government</em>&nbsp;, meritokrasi, dan partisipasi publik. Hasil penelitian menunjukkan bahwa tingginya angka&nbsp;<em>Incremental Capital Output Ratio</em>&nbsp;(ICOR) Indonesia yang mencapai 6,3 mencerminkan inefisiensi tata kelola akibat fragmentasi sistem data dan ego sektoral antarinstansi. Keterbatasan literasi digital aparatur dan masyarakat, serta kesenjangan infrastruktur digital antara wilayah barat dan timur Indonesia, menjadi penghambat utama birokrasi digital yang inklusif. Inovasi seperti&nbsp;<em>shared office system</em>&nbsp;di IKN dan sistem "Satu Sistem, Satu Data, Satu Produk" dari BKN membuktikan bahwa interoperabilitas data dan kolaborasi lintas instansi merupakan prasyarat efisiensi birokrasi. The study aims to analyse the model of collaboration between the local government and Korem 061/Suryakancana in the management of natural disasters, as well as to identify the factors that support the effectiveness of this collaboration. This study employs a qualitative approach using a case study design. Data were collected through in-depth interviews with informants from the local government, the Regional Disaster Management Agency (BPBD), and personnel from Korem 061/Suryakancana, supplemented by field observations and document analysis. Data analysis was conducted interactively through the stages of data reduction, data presentation, and drawing conclusions.</em></p> <p><em>The research findings indicate that collaboration between the local government and Korem 061/Suryakancana takes place through structured coordination mechanisms, primarily via disaster coordination forums and emergency response command posts. The local government acts as the main coordinator, whilst the Military Command provides operational support such as the evacuation of victims, the distribution of logistics, and the construction of emergency facilities. These findings underscore the importance of synergy between civilian and military actors in strengthening disaster response capacity at the local level, as well as promoting the strengthening of cross-institutional coordination mechanisms in disaster management.</em></p> 2026-02-27T00:00:00+07:00 ##submission.copyrightStatement## https://ejournal.fisip.unjani.ac.id/index.php/jurnal-academia-praja/article/view/5423 EVALUASI PERJALANAN REFORMASI BIROKRASI DI INDONESIA PERIODE 2020–2025 2026-03-17T15:28:35+07:00 Zaenal Abidin AS zaenal.abidin.as@lecture.unjani.ac.id <p><em>Bureaucratic reform constitutes a national strategic agenda aimed at establishing governance that is effective, efficient, transparent, and oriented toward high-quality public service. This article evaluates the trajectory of bureaucratic reform in Indonesia during the 2020–2025 period by focusing on policy directions, major achievements, implementation challenges, and their implications for public service quality and the performance of civil servants. This study adopts a qualitative approach through a literature review and policy analysis of regulatory frameworks, official evaluation reports issued by Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi, national development planning documents published by Kementerian PPN/Bappenas, and relevant academic publications. The analysis is guided by an integrated theoretical framework drawing on New Public Management, New Public Service, Good Governance, and Digital Government perspectives to assess performance orientation, service orientation, governance quality, and the extent of digital transformation. </em></p> <p><em>The findings indicate that the 2020–2025 period was characterized by an acceleration of bureaucratic reform, particularly in organizational streamlining, the strengthening of performance accountability systems, and the expansion of digital-based public services. These reforms have contributed to greater administrative efficiency and improved accessibility of public services. Nevertheless, significant challenges remain, notably limited interoperability among digital government systems, uneven human resource capacity across regions, and inconsistent policy implementation at the levels of ministries, agencies, and local governments. This study concludes that the sustainability of future bureaucratic reform requires stronger system integration, continuous capacity building of civil servants, and more consistent cross-sectoral and multilevel policy coordination.</em></p> 2026-02-27T00:00:00+07:00 ##submission.copyrightStatement##
