KOMBINASI RESIPROKAL ASAS REKOGNISI DAN SUBSIDIARITAS PEMERINTAHAN DESA DENGAN KONSEP PEMERINTAHAN BERGAYA WIRAUSAHA

Abstract

The village as an indigenous community unit which has laws, customs, rights of origin and traditional rights has been lagging behind in development. In fact, if viewed from the potential and resources owned, the government and village communities have a great opportunity to advance and improve the welfare of the government and society. On the contrary, the facts show that villages are immersed in the hegemony of development. As a result, many villages are abandoned by their young generation who choose to seek their fortune in big cities. The fate of the village is getting worse, left behind, backward and unable to catch up with the urban development. The concept of entrepreneurial government or entrepreneurial-style government becomes a more realistic approach to village governance. The authorities and rights possessed by the village government allow the concept of entrepreneurial-style government to develop properly and produce welfare for the village government and the community. This has been proven by many villages that have been able to move out of the status of underdeveloped villages are become developed villages, even the independent ones that are able to finance their own development without any assistance from the central government.
