IMPLEMENTASI KEBIJAKAN KATALOG LOKAL PEMERINTAH KABUPATEN JEMBRANA UNTUK MENINGKATKAN PERAN SERTA USAHA MIKRO, KECIL, DAN KOPERASI PADA PENGADAAN BARANG/JASA PEMERINTAH
Abstract
This article discusses the implementation of the Jembrana Regency Government Policy in following up on the president's policy through a Presidential Instruction on Accelerating the Increase in the Use of Domestic Products and Products of Micro Enterprises, Small Businesses, and Cooperatives in order to Succeed the National Movement to Be Proud of Indonesian-Made in the Implementation of Government Procurement of Goods/Services. Local governments are at the core in terms of implementing the acceleration of the Presidential Instruction because local governments are home to Micro Enterprises, Small Businesses, and Cooperatives. Research data are obtained through observation, literature studies, and interviews with parties directly involved in policy implementation. Data analysis using qualitative methods. The results showed that the policies taken by the Jembrana Regency Government were proven to be able to increase the interest of micro, small, and cooperative enterprises to participate in the procurement of government goods/services through local catalogs to accelerate Indonesia's economic recovery through the micro, small, and cooperative business sectors in accordance with the Presidential Instruction. Despite the increase, this is still far from target in the Presidential Instruction due to the intensity of the policy response taken, leaving some problems that must be resolved immediately.
