ANALISIS PEMBINAAN TERITORIAL DI KODAM III/SILIWANGI DALAM MENGHADAPI HAKEKAT ANCAMAN

Abstract

The era of globalization has created a complex threat, both military, non-military, and hybrid threats, thus encouraging Indonesia to compile a universal defense system with the formation of main components, reserve components, and supporting components, which are prepared early through teritorial guidance at every Kodam throughout Indonesia. The purpose of this study was to analyze teritorial development at the Military Regional Command III / Siliwangi to support the universal defense system in order to face the nature of the threat. The theoretical framework used is the concept of teritorial development, the concept of threats, and the concept of military and non-military defense. The research method uses qualitative methods with data collection techniques in the form of observation, interviews, and literature study. The results showed that teritorial development at Military Regional Command III / Siliwangi was carried out quite optimally by development geography, development demographics, and development social conditions, which were carried out through social communication methods, development of regional resilience, and military service The obstacles faced in carrying out teritorial development at the Military Regional Command III / Siliwangi are internal constraints (personnel, budget, infrastructure, software) and external constraints (misunderstanding of the community, local government sectoral egos, and NGO’s negative perceptions). The innovative idea of ​​teritorial development is the need for a permit on Defense Environmental Impact Analysis and building an application / software for the Indonesian Army Teritorial Management Information System.
