Abstract
COLLABORATIVE GOVERNANCE MODEL IN SORTING AND MANAGEMENT OF WASTE IN PANJUNAN VILLAGE, ASTANA ANYAR DISTRICT, BANDUNG CITY
This study aims to analyze the implementation of collaborative governance in waste management in Panjunan Subdistrict, Astana Anyar District, Bandung City. Waste management issues, particularly the increasing volume of household waste, have become a serious challenge in the area. Collaborative governance emphasizes cooperation among the government, the community, the private sector, and non-governmental organizations in participatory waste management. This research uses a descriptive qualitative method with data collection techniques including interviews, observations, and document studies. Using the theoretical framework of Ansell & Gash (2008), the study explores how collaborative processes are built among the subdistrict government, the community, environmental groups, and other supporting sectors. The findings indicate that collaboration has begun to take shape through community clean-up activities, as well as waste sorting and recycling campaigns. However, there are obstacles in active community participation and the collaborative institutional design remains suboptimal. According to the Ansell & Gash model, the collaborative process in Panjunan demonstrates elements such as face-to-face dialogue, trust-building, opportunities for participation, shared understanding, and intermediate outcomes. The study recommends enhancing the capacity of local actors, establishing formal collaborative structures, and increasing incentives for community participation to promote inclusive and sustainable waste governance.
