Abstract

This study analyzes the bilateral cooperation between Indonesia and Singapore in developing the Nongsa Digital Park (NDP) Special Economic Zone (SEZ) in Batam. This collaboration is based on the concept of economic neoliberalism, which emphasizes free markets and investment to improve living standards and modernization. The NDP was inaugurated in 2018 as a "digital bridge" to connect technology companies and talents from both countries. The project aims to attract foreign investment, create jobs, and improve the quality of human resources (HR) through technology transfer. Despite facing challenges such as the digital divide in Indonesia, the cooperation is considered a "win-win solution". The NDP has successfully attracted significant investment, including from GDS Holdings Limited, which built a data center. Overall, the NDP's development strengthens Indonesia's position in the global digital industry and promotes post-pandemic economic recovery.
