Abstract

This research analyzes Indonesia’s efforts to improve its image in Timor-Leste through the Indonesian Language for Foreign Speakers Program (BIPA) during 2017–2023. Using a descriptive qualitative approach, the study applies the concepts of liberalism, public diplomacy, and soft power. The findings show that BIPA not only introduces the Indonesian language but also serves as cultural diplomacy, fostering bilateral relations, educational cooperation, and a more positive perception of Indonesia. The program significantly contributes to strengthening Indonesia’s soft power in Southeast Asia.
