Abstract

The European Union (EU) imposed economic sanctions in the energy sector in the form of a ban on Russian oil and gas imports in response to Russia's invasion of Ukraine. The ban on Russian oil and gas imports actually hampered energy supplies to the European region. The amount of energy supply is insufficient to meet demand, ultimately causing an energy crisis. The energy crisis has a direct impact on the economy with soaring inflation rates across EU member states. This study aims to determine how the EU addresses the energy crisis through a diplomatic strategy approach in member and non-member states, especially the US and Norway. This study uses a qualitative research method with the use of institutional liberalism theory as the main approach. This study found that the diplomatic strategy used by the EU in dealing with the energy crisis is through various emergency meetings attended by energy ministers, parliament, and the EU commission. Through these emergency meetings the EU can formulate various policies and regulations to deal with the energy crisis. Meanwhile, for non-member states, strategic partnerships as the main energy suppliers to the European market are strategic diplomacy offered to countries with abundant gas and oil energy resources. Through this diplomacy, Norway and the US replaced Russia as gas and oil suppliers to the European market.
