Abstract

Indonesia's dependence on fuel imports from Singapore is inseparable from the limited capacity of national energy production and processing. The decline in domestic oil production, stagnation in refinery development, and rising energy demand have driven Indonesia to rely on imports, especially from Singapore. This condition creates vulnerability to global oil price fluctuations, pressures on the oil and gas balance, and geopolitical risks. This study employs a qualitative descriptive-analytical method using academic literature, government reports, and secondary data. Indonesia's strategy is analyzed using Lykke's model (ends, ways, means). The findings reveal that the government's strategy includes enhancing domestic refinery capacity, building new refineries, diversifying supply sources, and transitioning towards renewable energy. However, the implementation still faces challenges in terms of investment, regulation, and infrastructure.
