Abstract

This study aims to analyze how the United States' national interests in cybersecurity policy towards TikTok, a short video sharing application owned by the Chinese company, ByteDance. This research relates to the context of technological and geopolitical rivalry between the United States and China. The research focuses on analyzing the United States' cybersecurity policy towards TikTok in 2020-2025. In addition, it also focuses on analyzing how aspects of defense, economics, world order, and ideology are the main factors behind this policy. The results of the study show that in terms of defense interest, the US considers TikTok to have the potential to endanger the security of its citizens' data through Chinese regulations such as the National Intelligence Law (2017). In terms of economic interest, TikTok is a double-edged sword: on the one hand, TikTok increases the business of US MSMEs, on the other hand, TikTok weakens the US technology industry. In terms of world order interest, this policy reflects the US's efforts to maintain its hegemony in the global technology era. Meanwhile, in terms of ideological interest, the differences between the US's liberal-democratic ideology and China's authoritarianism have also fueled concerns about censorship and disinformation.
