Abstract

This study analyzes the implementation of security cooperation between Indonesia and Australia in combating human trafficking, focusing on the sexual exploitation of Indonesian citizens (WNI) in Sydney in 2024. It emphasizes the role of the Jakarta Centre for Law Enforcement Cooperation (JCLEC) as a strategic platform for training, intelligence exchange, and joint operations. Using a qualitative approach and case study method, data were collected through literature review, official document analysis, and interviews. The findings reveal JCLEC’s vital role in strengthening law enforcement capacity between AFP and POLRI through thematic training programs (2021–2025), intelligence sharing, and coordinated actions that helped uncover transnational exploitation networks. From a neorealism lens, this cooperation reflects state efforts to preserve security via interstate collaboration. From the Human Security perspective, it highlights individual protection as the core of security. Thus, JCLEC stands as an effective model of bilateral collaboration rooted in justice and humanitarian principles.
