Abstract

This study aims to analyze the motives underlying South Korea's foreign aid to Indonesia in the form of grants and technology transfers in cybersecurity cooperation through the Korea International Cooperation Agency (KOICA), which acts as an instrument for channeling grant funds that sponsor the 2022-2024 cooperation project “Capacity Building for Cybercrime Investigation for the Indonesian National Police.” Using the neorealist paradigm and the concept of foreign aid motives with a descriptive qualitative approach, this study identifies that foreign aid for cybersecurity cooperation with Indonesia is multidimensional and not solely driven by altruism but also by economic motives, as South Korea seeks to increase access to digital resources and the digital economy. Politically, it is used as a strategy to strengthen its strategic position in Southeast Asia, and South Korea as a country is actively contributing to global development, including enhancing Indonesia's cybersecurity capacity. Additionally, national security motives aim to protect South Korea's critical infrastructure from cyber threats.
