Abstract
This study discusses the Northern Island dispute or the so-called Kuril Island between Japan and Russia. This dispute has been going on since the Second World War whose ownership changed several times and changed due to war conditions. This dispute has become a topic of discussion again due to Japan's political focus on prioritizing the ownership of some parts of the Kuril Island to return to Japan's territory. To achieve this, Japan uses the San Francisco Peace Treaty as a basis stating that the ownership of the Kuril Island still needs to be reviewed, because it is stated that Japan handed over the Island to Russia, but Russia is not part of the agreement. So, the status can be considered as unclea. This research uses qualitative methods with descriptive analysis research type. In the process, this research uses data collection techniques through library research. The results of this study indicate that to achieve its interests, Japan is trying to maintain the hegemony of the US as its partner. Where Japan gets support through the economy, politics, security, and international position as a strong partner of the US. Shinzo Abe's own interest in this case is as a political promise and more value in politics. This effort was achieved through efforts to improve relations between Japan and Russia, which were implemented through various diplomatic meetings.
