DIPLOMASI PUBLIK JEPANG KE INDONESIA DALAM KERJASAMA SPECIFIED SKILLED WORKERS
Abstract
This study examines Japan's public diplomacy strategy in attracting Indonesian workers through the Specified Skilled Workers (SSW) program, using constructivism theory and Mark Leonard's theoretical framework of news management, strategic communication, and relationship building. The findings reveal that Japan actively promotes the SSW program through various media channels, providing clear information about program requirements and benefits, and strengthens bilateral cooperation with Indonesia through the signing of a Memorandum of Cooperation (MoC). Additionally, the high interest of Indonesian workers in moving to Japan is driven by economic factors, such as competitive wages and skills training offered by Japan. Japan's public diplomacy efforts have proven effective in increasing the number of Indonesian migrant workers and enhancing labor relations between the two countries.
