PERAN UNITED NATIONS WOMEN (UNW) DALAM MENGATASI DISKRIMINASI PEREMPUAN DI INDIA TAHUN 2018-2022
Abstract
Penelitian ini bertujuan untuk mengetahui, menggambarkan, dan menganalisis upaya dari UN Women dalam mengatasi segala bentuk diskriminasi yang terjadi pada para perempuan di India. Sebab, India menjadi negara dengan tingkat diskriminasi terhadap perempuan yang cukup tinggi. Dari hasil yang telah didapatkan, akar diskriminasi tersebut terletak pada kuatnya patriarki, adat istiadat, dan agama. Penelitian ini menggunakan Pendekatan Liberalisme, Teori Liberalisme Institusional, Konsep Peran, dan Konsep Organisasi Internasional.
Tipe penelitian dari penelitian ini yaitu kualitatif deskriptif, yang bertujuan untuk menggambarkan peran dari UN Women dalam mengatasi diskriminasi terhadap perempuan di India. Hasil yang didapatkan menunjukkan bahwa UN Women memiliki 3 peran, yakni peran sebagai arena, instrumen, dan aktor independen untuk mengatasi masalah tersebut. Peran UN Women sebagai arena yaitu melalui kerja samanya dengan beberapa pihak di India untuk menerapkan Second Chance Education and Vocational Learning Programme (SCE Programme) di negara tersebut. UN Women berperan sebagai instrumen dengan menjadi fasilitator bagi perempuan di India melalui implementasi SCE Programme dan mitra-mitra yang ingin ikut berperan di dalam program tersebut. Peran UN Women sebagai aktor independen ditunjukkan melalui implementasi SCE Programme di India. Adapun tantangan bagi UN Women dalam mengatasi diskriminasi terhadap perempuan di India yaitu melekatnya budaya dan norma sosial dari masyarakat India, serta kegagalan pemerintah India dalam mengimplementasikan Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).
