The high number of cases of mental disorders and social stigma are the main reasons. Using a descriptive qualitative method with the theoretical framework of George C. Edwards III, the study examines four factors: communication, resources, disposition, and bureaucratic structure. The findings indicate: (1) Inter-agency communication (Social Services, Health, Satpol PP) is effective, but public communication is weak so that stigma remains dominant. (2) District resources are adequate in terms of budget and facilities, but rely on limited capacity provincial rehabilitation centers. (3) The disposition of highly committed apparatus is hampered by the low readiness of families to accept People with Mental Disorders, which causes repeated treatment cycles. (4) The bureaucratic structure has a clear flow in the district, hampered by the absence of village technical instructions and fragmentation of authority. Despite bureaucratic commitment, implementation is hampered by social stigma, resource dependence, and low family readiness. Recommendations include strengthening community-based anti-stigma campaigns, developing family empowerment programs, developing village technical guidelines, and advocating for capacity building in rehabilitation facilities.
Tania Latifa Zahra Hanantyo Sri Nugroho ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 2025-08-31 2025-08-31 8 2 196 210 10.36859/jap.v8i2.4417 EVALUASI KEBIJAKAN AKSI KONVERGENSI PADA PERCEPATAN PENURUNAN STUNTING DI KOTA ADMINISTRASI JAKARTA BARAT http://ejournal.fisip.unjani.ac.id/index.php/jurnal-academia-praja/article/view/4040
Stunting is a long-term health problem that hinders children's growth and development and is a critical issue in human resource development in Indonesia. This study investigates the convergence action policy to examine how stunting reduction has improved in West Jakarta. A descriptive qualitative method was employed in this study, collecting data through interviews, observations, and documentation studies with relevant informants. The Bernard method was used for data analysis, which included data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of the convergence action policy in West Jakarta has not been optimal due to sectoral egos among regional agencies, poor coordination, and uneven understanding of the policy in the field. Although nutrition interventions and cross-sectoral engagement have increased, the eight convergence actions have not been fully successful. This study demonstrates that the policy to accelerate stunting reduction relies heavily on inter-agency collaboration, improved human resource capacity, and an integrated data management system.
Agus Romadhon Harits Hijrah Wicaksana ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 2025-08-31 2025-08-31 8 2 211 227 10.36859/jap.v8i2.4040 TINJAUAN YURIDIS KEDUDUKAN KOMISI I DEWAN PERWAKILAN RAKYAT KABUPATEN PIDIE TERKAIT PEMILIHAN CALON ANGGOTA PANITIA PENGAWASAN PEMILIHAN http://ejournal.fisip.unjani.ac.id/index.php/jurnal-academia-praja/article/view/4051
Marzuki Marzuki Muis Muis M. The reforming governance among developing countries is difficult, costly, and exhausted. It was caused by the less-comprehensive of the understanding of governance itself. There are three types or mode of governance, historically: static, dynamic, and chaotic. The static is governance concept which was develop in 1980s and still as mainstream until today practices among Government, includes in Indonesia. The finding of the second types of dynamic governance has been introduced, but in fact it was facing some new challenges from character of the people to the policy. Some countries with factor of a fit culture for dynamic governance are effectively able to develop the capabilities to exercise governance. Some other countries do not have, or they have but insufficient. Chaotic governance is the new imperative for today and tomorrow government. It is governance in the digital age. Scholars and leaders of Governments need to have a same premise and commitment to use the recent technology of digital profoundly.
Riant Nugroho Agustina Setiawan ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 2025-08-31 2025-08-31 8 2 242 259 10.36859/jap.v8i2.4545 DIALETIKA DEDI MULYADI DALAM PERSPEKTIF ILMU PEMERINTAHAN http://ejournal.fisip.unjani.ac.id/index.php/jurnal-academia-praja/article/view/4546
Wawan Gunawan Harky Ristala ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 2025-08-31 2025-08-31 8 2 260 274 10.36859/jap.v8i2.4546 ENHANCING THE ROLE OF PEACEKEEPING FORCES IN IMPROVING INTERNATIONAL PERCEPTION AND THE DIPLOMATIC IMAGE OF INDONESIA http://ejournal.fisip.unjani.ac.id/index.php/jurnal-academia-praja/article/view/4547
This research aims to analyse the role of Indonesian peacekeepers in improving international perceptions and the country's diplomatic image. Through a qualitative approach, this research explores how interactions between stakeholders, including the village government, community, and private sector, influence tourism development in the village. The analytical model used refers to Ansell and Gash's concept with key indicators such as Face-to-Face Dialogue, Building Trust, Commitment to Process, Sharing Understanding, and Small Wins. The results show that effective face-to-face dialogue allows all parties to build trust and understanding, which is very important in the context of collaboration. The successful development of Gunung Masigit Tourism Village is not only determined by the presence of digital infrastructure, but also by the active commitment of the local community and support from the private sector. Small wins in this process, such as the launch of local tourism programmes and the use of technology for promotion, contributed to increased community participation and tourist visits. From these findings, it is recommended that the village government continue to strengthen cooperation between stakeholders, as well as utilise digitalisation as a tool to increase the attractiveness and sustainability of tourism in Gunung Masigit Tourism Village. This research is expected to provide insights for better policy development in sustainable tourism village management.
Bayu Septiansyah Toto Kushartono ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 2025-08-31 2025-08-31 8 2 286 299 10.36859/jap.v8i2.4549 PERAN BKPSDM KOTA CIMAHI DALAM PEMBINAAN DISIPLIN ASN DI LINGKUNGAN PEMERINTAH KOTA CIMAHI http://ejournal.fisip.unjani.ac.id/index.php/jurnal-academia-praja/article/view/4550
This study examines the role of BKPSDM Cimahi in fostering civil service discipline. This study aims to examine the role of the Human Resources Development and Personnel Agency (BKPSDM) of Cimahi City in fostering civil service discipline. emphasizing how discipline is interpreted, negotiated, and experienced by the actors involved. Employing a qualitative case study approach. data were collected through in-depth interviews with civil servants, BKPSDM officials, and service users, complemented by participatory observation of service activities and organizational documents. The findings reveal three major themes: first. civil service discipline is understood as an arena of role conflict and ambiguity, where officials must balance procedural compliance with responsiveness to public needs; second, the effectiveness of disciplinary guidance is strongly shaped by perceptions of Procedural Justice and the emotional experiences of civil servants, influencing long-term compliance; third, the integration of digital technologies enhances transparency yet risks being perceived merely as surveillance if not accompanied by a human-centered approach. These insights enrich Role Theory by adding an institutional dimension in managing role conflicts, and extend disciplinary literature by emphasizing subjective meaning and emotional experiences. Practically. the study underscores the importance of balancing regulatory control, procedural fairness, and trust ecology in disciplinary management, while also opening new avenues for exploring the nexus between discipline, technology, and professional identity within local governance contexts.
Neneng Mastoah ##submission.copyrightStatement## http://creativecommons.org/licenses/by-nc/4.0 2025-08-31 2025-08-31 8 2 300 312 10.36859/jap.v8i2.4550 STRATEGI PELAKSANAAN PILKADES BERBASIS E-VOTTING DI KABUPATEN SLEMAN PROVINSI DAERAH ISTIMEWA YOGYAKARTA http://ejournal.fisip.unjani.ac.id/index.php/jurnal-academia-praja/article/view/4551
The electronic selection of village heads has been widely implemented in recent years.
